Incident:
After receiving a dispatched emergency call for a reported grass fire, Captain Capps drove his personal vehicle to the Dividing Water substation to retrieve a Brush Truck for the response.

Exiting the substation's parking lot and proceeding to the intersection of Dividing Water Road and Old Highway 25, Captain Capps entered the intersection and his response vehicle was struck by an oncoming vehicle.

Captain Capps perished instantly.
